Old, Old, Old Roster Question

I downloaded a spreadsheet for the final roster update for this game (to create CAPs) and I noticed that all of the player ratings were bloated.

If I were to copy over the ratings, would there be 49 HB's rated 90+?
Ex: I want to create Emmitt Smith from the roster, would he be rated 94? Would Dallas have a 97 rated George AND a 94 rated Jones, or if I transfer the attributes will those number be a lot lower?

This one spreadsheet has the exact same attributes as the final roster update, but does the spreadsheet have an exaggerated overall rating?
