Sliders VS Rosters for CPU completion %

I was recently able to get NFL 2K5 working on the Xbox Series X. Needless to say, I'm ecstatic to be playing the game again. The upscaled resolution is an added bonus.

Anyways, I'm looking for insight on best methods for improving the CPU completion %. It's been atrocious as usual, even on Legend difficulty. I've read a bunch of different slider theories. However, it seems like roster edits and playbooks might be even more important. Any advice would be greatly appreciated.

I'm not expecting to see modern day results on a game from a different era of football. However, it would be great if average QB's could complete 55%+ and elite QB's in the mid 60's.
