Any expansion team will start at the bottom of Division 3.

So that would be in 1995 - Carolina and Jacksonville.

1999 - Cleveland

2002 - Houston.

Any franchise that was simply relocated will remain in their respective division.

Also, divisions will be rearranged once relocation occurs. IE - When Carolina and Jacksonville enter the league, Division 1 will likely grow to 10 teams, the Top 3 teams in D2 will likely get upgraded while the worst team in the Champ Division would go to D2.
