    Pitching question

Can you take something off a pitch? Meaning a pitcher like Scherzer who sits at 94-95 consistently but can reach back for 98-99 when he needs it. Or someone like Wainwright who can throw his curve ball from anywhere between 68 to 74-75 mph. If there a way to dictate how hard you throw a pitch? Seems the only way to get that max velocity is to go into their attributes and bump up the velocity meter, but then when you don't want to throw it with max effort how do you take something off so you don't throw it as fast, and also save some of the pitchers energy?
