Default Rosters with Minor Leaguers Are Great, but Why Are Their Potential So Low?

I understand, of course, this is one of the prime reasons why Franchise Fidelity, TrueSim, and Full Minors rosters (among others) continue to exist, of course, but why does SDS rate their minor leaguer potentials so low (mostly C and D)? As a Rangers fan I will use a couple of Rangers example (but these exist for every team).

    - Sebastian Wolcott is the #1 Rangers prospect on most lists and #14 overall, but a B potential.
    - Malcom Moore Rangers #3, C Potential
    - Winston Santos Rangers #4, D Potential

And so on. I would agree not every player on a team's Top 30 needs to be an "A" (or even a "B") but why are so many relatively high potential prospects rated as "Cs" or even "D"s on the SDS default roster?
