    Player Potential question

Anyone know how the player potential rating actually effects players?
I thought that if a player had a potential rating of say an A and their current rating was a 78, then, within a few years they would possibly become an A player which would translate to a rating in the 90's. But I don't think this is the case. Wade Miller has a rating of 86 in the game and a potential rating of B-. This can't mean that his overall rating in the game is going to drop over the next few seasons can it?
So, at this point, taking a shot in the dark, I'm thinking that a B- potential rating means that a player will only improve a few points from their current overall rating or stay the same. Whereas a D would mean the player isn't likely to improve at all or even drop points. And an A rating would signify the player should expect a significant gain in ability.
    Is this thinking correct?
