What do you look for in a rookie pitcher?

At the end of a season, when you begin the rookie draft, what do you look for when drafting a pitcher? Is it stamina, speed, control, etc? Obviously it'd be nice to find someone with all the traits, but what ranks first?

Also, when you draft a player but they sit on the bench a few years until your starters retire or go elsewhere, do they get increases in their skills? Or do you have to end up with a shotty bullpen until some trades can be made?
