      It's 100% with directive. City have had to play (twice?) with smaller squads during their campaign for FFP issues, but not the ones most people think of. Both of our clubs, as well as United/Real/Barca off the top of my head, had similar transgressions but never had to play with reduced squads.

      Also, the racial abuse was not limited to Porto. In fact, if City has had multiple instances of it in nearly every CL campaign they've taken part in. The offending club in each occasion was either let off entirely, or paid a very small fine. There have been multiple occasions where City had to pay a larger fine for their fans booing the UEFA anthem than other clubs did for racial abuse.

      Then even after that there's the other weird stuff, like Kiev having to play in an empty stadium due to racial abuse (City were fined for booing the anthem again that same tie). Then, at literally the last minute (ban was lifted like the day before the game), UEFA decided that a 3 game stadium ban and 100k fine were too much for racial abuse, and reduced it to just one game and half the fine. City had to play an away game with no traveling fans, effectively being punished for someone else's racial abuse.

      So yeah, it's not necessarily “they’re against us shifting the balance of power and trying to hold us back while propping up the old guard”, it's more that other stuff, which is fair.

      Also, on the subject of “they’re against us shifting the balance of power and trying to hold us back while propping up the old guard”. This has happened since Roman bought Chelsea, whether fans of the old guard clubs want to admit it or not, and it certainly has continued happening with City.

                        Well, the thing to note here is (other than Chelsea isn’t an oil club), it took a rich owner pumping an obscene amount of cash into a club to upset the balance, and everyone still did everything they could to try to stop it.

                        Check out Blackburn, they were the first club to do it that way, and there are a whole lot of really weird occurrences that really made what was already happening to them worse and helped lead to their downfall.

                        Anyway, I never said it was hard, just that “old guard clubs actively preventing others from rising to the top” is very much a thing.

                        For what it’s worth, in recent years, Chelsea has been a part of that as well.

                            We didn't do anything that the other big boys didn't also do.

                            It's just that they did it a really long time ago and we did it more recently so obviously ours is much worse.
