Well now there are some good cheats for Tiger Woods, like the Target shootout code. The only way I've ever been able to play that was with a cheat.

If you type in NHL instead of a name when you create a golfer the cup turns into a hockey net and it lets you slash Vijay Singh with your 7 iron if he birdies a hole. I'm still trying to find a way to have shootouts when you're tied after 18 holes. I find this really adds to the strategy and realism of the game.
