Will the PC be getting a collectors edition on the 28th and will it be a DVD rom?

Yes it will. It will also be available to pc digital users from tonight. This is because we don't have to worry about the 60 day patch rule that is on console

Does this mean that neither Sony nor MS will let you release an update/patch within 60 days of a previous one?

No not quite. It's to do with the first release. I think it's there to stop developers doing half finished features into the build and while they're getting the disc manufactured they're working on giving it way more depth.
I'm only speculating there though
