Good question. It just comes down to how staunch you want to be about realism. If you're trying to be as authentic as possible, obviously you want to ban that, but unfortunately it's something that can be very difficult to monitor.
I've run a sim league for several years now and have never banned it, primarily because of how easy it would be for an owner to change without detection. And if we're dealing with generated QB's, forget about knowing when guys have changed it. It's really just a matter of picking your battles in terms of fighting for realism, IMO.
