We decided that it would be easier to re-rate 53 players per team (week 1 rosters) as opposed to 70 players per team, when some may get deleted because the FA pool only holds 300.

No. It is a scale from 0.0-5.0 for every attribute. Max value = max attribute. Min value = min attribute. Linear regression. Let the chips fall as they may. The data is updated whenever the scouts change it. I get one massive update every summer and then smaller ones throughout the season.

Will these be scaled so that the incoming rookies after the draft don't break the roster? I'd hate for 6 of the top 10 fastest players to be rookies.

Yes, the roster will be based on week 1.

No. These rosters will be rated according to FBG's methods, not EA's. I would not recommend these for CFM aside from one season unless we are at some point allowed to edit draft classes.
