Signing PLAYER would result in TEAM exceeding the salary cap

I'm having an issue where I can't sign any free agents in Manage Rosters because it says the signing would exceed the salary cap. This is blatantly wrong - for example, Dez wants $4m and I still can't sign him to New England despite having $40m cap space, but I can sign him to the Rams who only have $21.4m. What gives? Any workarounds?


EDIT: When trying to trade players in Manage Rosters, I'm seeing multiple teams with negative cap space, including the Patriots and the Vikings.

It's a long-standing issue. The work around would be to create a 99 ovr QB to the team with cap issues and then release him. That will free up some cap room to sign him. Don't exceed something around $140 million in available cap space for a team or it can glitch your roster.
