Pass Interference Penalty - Theroy

I was wondering if this theroy is true? When you raise offense pass interference higher by one point over defensive pass interference, it creates more of a tighter coverage.

I also have noticed something as I have played Madden this weekend, when I was on the defensive side of the ball, and if I never moved/controlled my player, my defense actually played different, along with the way the cpu played. But when I actually played defense and move my players around/ get to the qb, they played "worse", in a sense.
