I'm definitely doing something wrong just got done with my test and made sure settings were all correct.
QB 90% - 1 (99-95), 0 (94-90), 2 (89-85), 9 (84-80)
HB 120% - 0 (99-95), 0 (94-90), 0 (89-85), 3 (84-80)
TE 90% - 0 (99-95), 0 (94-90), 0 (89-85), 2 (84-80)

I was using 4 week progression but it was brought up that the cpu just spends all xp when it's time and doing it that way they couldn't really save up for the big stuff. So Awr and other cheaper attributes were probably being purchased more often. By waiting till end of season every player has a seasons worth of xp so the cpu can go for those bigger attributes. From my couple tests it does seem that they are not loading up on Awr because the Ovr are much more balanced from top to bottom. To each their own really. I was getting pretty good results with 4 week but to me end of season is just superior.

I don't really know what's happening. Since you are simming all other gameplay settings shouldn't matter. Just xp sliders, injuries on, and end of season progression. I only control 1 team and set everything to cpu control for them and the other teams are obviously all cpu. Sim 10 years straight and then record data.

My tests are also showing this. The position it is most noticeable at is WR. Doesn't seem to matter if you have the at 110, 120, 130 or 140, the talent pool at 80-84 will get flooded with 40-50 players no matter what. With the WR slider set at 120 I had one 90-94 player, eight 85-89 players, and 44 players in 80-84. With the WR slider at 146 I still had nobody at 95-99, three 90-95 players, nine 85-89 players, and 41 players at 80-84. So 146 is looking pretty good at getting more 85+ wrs and not effecting the 80-84 at all, I'm gonna try 154 or 156 next I think.

Also, just going to share the best numbers I got from my last test in case any of you want to try them. These numbers seems really good and nearly identical to the amounts of the default roster: QB at 94, FS at 118, and SS at 110. I'm getting close on a few others, but those ones stood out to me as ones that were very close to what we are looking for

Figured out what my problem was. I had tried to control all 32 teams I'll give it another shot at just controlling 1 and report back with my findings

Most likely you didn't set the progression for each team you were controlling to cpu. So no progression was happening.
