That's correct. Pre tuner that only went out to the online CFMs so if youre offline you would still use that since you don't have the tuner yet.

That is correct for an offline CFM.

That is correct. When the new patch drops that is when you would use the post tuned ones. Currently you only need post tuned for online cfms.
