I now think it is the way to go. Not going to speak for everyone

And yes it will mostly eliminate cpu spending xp on development. Because it's so expensive, a player would have to have four huge weeks to gain enough xp for it. Which makes sense and seems like the way it should be

i also want to throw in that they can dynamically gain development by winning player of the week or winning end of season awards. and i think maybe probowls too im not sure. so its not like players will never improve their development.

So I've just got back from traveling and BleedGreen is 100% correct about the cpu buying the development trait. What does this mean? Well to be honest it means all the work I've put into this **** is pretty much moot. I'm pretty pissed at myself for missing something like this. The reason is because we as human players probably won't upgrade development. I know I don't. Which means we will use our xp on attributes making our players better. All while any cpu player having enough xp will waste them on development instead of attributes making your teams better the the cpu teams. **** me. 😠
