Starting a new CFM, import roster and default the same?

I'm starting a new CFM and downloaded the current rosters. I'm trying to play as the Steelers and noticed that the ratings in the updated roster have changed things when I try to manage the roster from the main menu, but when I start a new CFM the ratings are back to default. I've tried both default rosters and importing rosters and both do the same thing. For instance Le'veon Bell is a 75 when I load a new CFM but from the main menu roster he is a 77.

This is just one example of course, there are others. I've tried creating both online and offline CFMs and both do this. Is this something I just need to deal with and play, or is there a way to start a new franchise with current rosters?
