Sadly no. I have asked for something similar like the upcoming NBA2K My Leagues I think it's called that will allow you to have a set number of teams. In the Madden PS2 days I was in a league where we did this manually with 10 teams 2 conferences. Games were Play now unRanked. Thats the only way for now.
