I don't know about whether the team with the coin is always the highest bidder. I think that's how it is. But I do know the highest bidder doesn't necessarily always win. I have had situations where I have been like 3rd or 4th highest in offering and ended up winning. I read somewhere that signings are all based on probabilities. So there are times when you offer the player a lot less money and they will still sign.
I have got to the point in franchises where I don't even draft WRs or CBs because there is often a lot of them and you can find some serious deals. (like multi year deals for under a mill a year with no signing for guys like Pierre Garcon and Jimmy Smith). It's kind of a cheese move so if you are trying to keep your franchise realistic, be cautious, but it can happen. Especially if the player isn't drawing early interest from teams.

I think the highest bidder is what the coin denotes. There are a few things to look for though.
- Are you offering him more money on the total contract or the annual salary?
- Are you low balling him on his bonus money?
- Are you giving him a short term contact, when he wants a long term?
Example
If team A is offering 20m over 2 years, and you are offering 30 million over 6 years, you're not really the highest bidder. This is the difference between 10 mil per season and 5 million per season, so you are in fact offering more value of contact, but offering half of the salary.
Also look at what is important to the player, that will help too.Comment

At least in online CFMs, the "Highest Bidder" is broken, and defaults to the first team that offers a contract.Comment
