Correct, they spent two years without a release rebuilding the entire game in Frostbite.

I don't think Madden or FIFA have that luxury, unfortunately.

I don't think Madden or FIFA have that luxury, unfortunately.
Converting to Frostbite might not be in their budget, but CCM was worked on for two years before it was released. They could work on this and dynamic weather in parallel along with the next release or two. But it probably wouldn't make financial sense.

Simfbcritic called them out on this on his web page a while back, comparing it to of course 2k5 who had nailed a lot of weather effects. Yes, I also heard in an interview that it is shelved for now still.

I would love more weather. Stopped playing because every single game in my CCM, the wind would be 6+ mph in any given direction. Never seen rain or snow, just high winds.
