In the replay you can see when the whistle was blown.. The exact moment is when #20 turns away from the play and begins to walk away. Before then the Packer defenders are still slowly jogging toward Witten.

If the whistle was going to blow on that play it should have been when Witten was stood up facing the line of scrimmage and before he spins.

Watch the play at speed. Two engaged lineman continue to block for a bit after the play. The one defender even gets upset that his opponent didn't stop and gives him a shove.

I want to know why 3 Packers are in the background just walking towards the ball carrier in no hurry to assist in on the tackle.

To be fair I've seen this happen in Madden too.
