It depends on why the limit is there. If it's a design decision to reduce FA bloat then it probably is patchable, if it's a memory limitation for whatever reason it probably isn't and would require a rewrite of how FAs are handled. I lean toward it being the former just based on how low the limit is and how it doesn't seem to hit any of the memory limitation magic numbers, but it's hard to tell.

If you load the latest update as your entry roster the game says you imprt 2826 players
At the 53 man cuts even with IR maxed out ( 8 per team) that would give 2016 players on rosters and a further 400 in free agency , totalling 2416 so there would appear to be memory available to at least double the FA pool size

This is so discouraging. I really hope this gets fixed same with players disappearing
