It's for every player, and pretty much on point.

When is the information available? Sometime prior to the draft I suppose?

Its in the offseason, like the second week of it I think. It also gives a "grade" which combines all the results to give you an idea of their attributes.

That is interesting. I primarily used to scout physical attributes anyway so it looks like the game is doing it for me now.
