Is this possible for a Playbook?

I am trying to figure out the best way to replicate playbooks for teams pre-1975 which really was the first year when it was used as a regular formation (by Cowboys). I know it was sparsely used here and there before that, but 1975 was really first year it came into prominence.

Anyway, I think you have to have at least 1 play in each formation in a playbook, yes? So, I would only need one play for shotgun. How do I ensure that this play is not used, or used very rarely? The same probably applies to Pistol formation.
