Does anyone know if cpu controlled teams will try and sign players off other teams practice squads? Including human controlled and cpu controlled ones?

Yes the CPU teams will poach PS players from your team and other CPU teams.

Yes, they earn XP from gameplanning/practice and I think team goals. I'm not sure you can make them focus players though.

Yep. You will receive a notice when the AI poaches one of your guys. They also all automatically get added to your active roster when your season ends.

Yes, practice the squad can be developed with xp.

Would you say there is a good balance between cpu teams signing regular free agents and signing players from your practice squad

Not enough information to know yet.

It's a different thing though. PS players are younger and likely not ready to contribute, so it might be slanted one way or another depending on other factors.
