Small trick to make it download slightly faster is to sign out of Xbox Live while you're downloading. It seems to speed it up slightly.

I'm getting the same problem though it's not fully downloaded yet. If I remember correctly something similar happened last year until the full game downloaded but we'll see. Got about 40% left to go.
