can i add an additional question, this cba quote i find very interesting, i thought that it also required a minimum %age of the salary cap to be spent and a max %age of cap spent on rookie? or perchance do you have a link to the cba which i could peruse as that sad whats wierd that i find this interesting and im a brit ...

Yea there has to be some type of salary rules in place to prevent teams from signing less than 53 players just to save cap space. Or at least I imagine that to be the case.
