When is it safe to start Franchise?

Hmm, thats weird, I have not had that issue. When I started an offline CFM just to mess around I chose the most recent rosters and chose no pre-existing injuries, chose per-season start, and the roster I chose was the one that loaded up. Seemed fine to me.

The CPU is still terrible on AI with drafting and cuts however. I just dont think EA has the talent or resources to achieve good AI in this regard. Its been decades; you could hold your breath another decade and it still wont happen. the only way to get good AI in that regard is to do a 32 team CFM and do it yourself.

I too am "waiting to start my real CFM" and so far I'm just doing Play Now mode and doing some testing in CFM's.

I am waiting for them to fix the following:
--All the missed XP's in the sim engine (fixed for on-line, waiting for off-line patch)
--Speed Regression at 30 (fixed for online, waiting for offline patch)
--Add Las Vegas as relocation city (once again, fixed for online while us offline people wait)

Those 3 things are silly enough that I will wait for it to be fixed. (makes me wonder if EA has even one person who bug tests)

Same as it ever was... year after year Madden comes out and I wait a month or so before I really bother to get into it while I wait for patches.

Next year will be exactly the same. They will release a mess, ignore offline CFM, a month or so will pass, a patch will fix a few things while ignoring legacy issues, and we will all pay into EA's monopoly as they laugh all the way to the bank.

Started two franchises and haven't seen any of this. Both franchises used a roster I had altered slightly.

Has anyone seen this issue when using the week 1 ea sports official roster update?

I turned injuries off and pre-existing injuries off and havent seen it and I play an online franchise

When you get a roster that's built in-line with CFM generated players.
Every roster out is built on top of the default or updated rosters.

"None" EA's updated rosters or the default on disk roster is in-line with CFM, everyone is positionally rated too high and there's very little Player Differentiation when looking at the Delta's.

Currently there are no CFM rosters so I'm doing my own.

This is a big reason why things are so off in the mode as everything is tied into the players and their ratings.
