Madden 17 community files?

I see in the community files area of Madden 17 there are Madden 18 rosters or atleast the players/rosters/teams are corrected to Madden 18 for use in Madden 17.

I'm wanting to know if it's possible to download and save the rosters then use them when I create and ONLINE franchise so me and my buddies can play online in an online franchise? Do they need to download the file as well or how does that work?

The only one who needs to have the file for an online franchise is the one that starts the franchise.
