Coach/Scout/Conditioning Coach Level

I know that each coach and scout can have different traits such as a scout having a discount on scouting for certain positions, but does their level have any effect at all?

I think it has some value when it comes to the CPU signing them. Higher levels get more offers. Problem is you can only offer a contract to a single coach at a time, so if 7 teams need a HC 4-5 will all bid on the same one and get tied up for several weeks waiting for the coach to sign.

This not only makes it a little easier for the player to cherry pick (CPU hordes one superstar regression trainer and ignores the others) but suddenly after the coach/scout/training signs the unlucky CPU teams they pick up whats left.

I think this also negatively effects Coach mode. There is a chance you can be forced to retire if you receive no offers simply because the CPU wasted the entire process bidding on the same two coaches.
