You should probably turn off the aggressive pash rush coaching adjustment.

To directly address your concern: in Madden NFL 19, CPU-controlled defensive linemen will no longer jump offsides with the "balanced" setting, per this video from Litezout, a Madden YouTuber and streamer.

Did you try lowering the offsides slider..and setting some players to balance as CM suggested?..offsides holding and false start sliders definently work and are sensitive..hope this helps..
