How to start a Franchise with Week 1 Rosters and No cuts?

Does anybody know how to start a franchise in week 1 without the cpu cutting players? I have the week 1 roster saved. I dont understand why anybody would need to be cut though as the roster should already be at 53 anyways. I know I could start from week 1 on cloud but I want to do offline.

We have always started with the official EA opening day 53 man roster update. You can also find a lot of your teams psquad guys on the free agent wire. We dont like using any of the roster updates after that because then you start getting into ratings changes based on the real life season.

Ya I know I have the offical week 1 roster saved. What Im saying is how do I start week 1 with that roster without players getting cut? Because when I import the roster and choose start in regular season the teams still cut players for some reason because they have too many.

Oh sorry in order for that you would have to control all 32 teams
