I thought I read that they can but I figured he would have progressed into something beyond 'Normal' by now.

Create A Player and Dev Traits
I created a QB in the Creation Center, placed him onto a team and started a new Franchise with him. He is progressing well and is currently an 88 OVR but is only showing a 'Normal' dev trait. He has been playing very well but I am wondering if he can progress past a 'Normal' and into Star or SuperStar with X-Factor abilities?

I think you can based on how well he performs. I think that's how the Scenario Engine kicks in, giving you a chance to perform a task given to advance. That's based on what I saw when I played. I think training plays a part in this too

I’m not 100% sure but I assume the thresholds for last year still apply so if he is normal but finishes in the top 10 (im not sure the exact number) in TD’s and yards he should get the boost to star. Other achievements will give a boost too as well as the scenario engine but its still my understanding that the development boost is still once a year and outside of the engine its only at the end of the year.
