If it's an online franchise, then yes. You wouldn't have to restart for it to take effect.

The absolute ONLY thing I wanted fixed was the disappearing kicking meter. It has happened in the 4th quarter of every game I've played. Every. Single. One. It has lead to me missing DOZENS of FGs and extra points (before I started going for 2 every time.) It has caused me to shank DOZENS of kickoffs out of bounds to give opposing teams the ball at the 40. It has directly lead to several losses. This is by far the worst bug I have ever encountered in 15 years of playing Madden. To say I'm upset that it hasn't been fixed is an understatement.

The kick meter issue was present in the beta. So the fact that its still not fixed is a major problem.

Same goes for offline. It applies without a restart except for rare instances like I mentioned above.

Yeah ive seen it trust me. And that's my point. The fact that they still need to investigate 2 months after it was first discovered is a disgrace and no one should feel comfortable with the amount of glitches this game ships with every single year. We are talking about shanking FGs, XPs, kickoffs, and punts OB. Not something minuscule that should be on the back burner.

There are plenty of games that release yearly without the constant game breaking issues Madden always ends up with.
