Holy cow... 15 minute quarters!?!?!?! It would take me an hour and a half to play 15 minute quarters. Sadly, I do not enjoy this game enough to play that long.

I play 12 minute quarters w/ a 17 second run off and my games still last an hour.

15 minutes with 13 second runoff would be the same amount of time if not less than what you are currently using
