Offline franchise mode question

When your playing your first preseason game, doesn’t the cpu substitute players after the 1st quarter? My team didn’t and neither did computer. Is there a setting for this I accidentally turned off?

I think week 1 and 4 the starters play a half

They should.

Week 1: Starters Q1; backups Q2-Q4
Week 2: Starters first half; backups 2nd half
Week 3: Starters most of game.
Week 4: Starters Q1 or 1st half; backups Q2-Q4/second half
