Can't play against user controlled teams in offline franchise?

you absolutely cannot if both teams are user controlled.

You only have the option to use 1 controller to change uniforms if the team you are playing against is not a HUM controlled team. So, if you are doing a 32 team control franchise, you must have two controllers to change uniforms for your opponent.
