Well if the game does not include every play ever used by any team at any point in NFL history then the game is obviously not a good representation of the sport.

Are bootlegs not in the game anymore? I'm pretty sure there's some as well as some waggle plays.

I get both sides of this, but let's not pretend like bootlegs were invented in Wk 1 of 2020. This is elementary football stuff and it should be in the game. I remember they were at one point and I haven't looked to see if they are in M21. Either way it should be added at some point through their live playbooks, but this isn't an RPO/wildcat situation with some new concepts.

I always assumed the PA Rollout plays were bootleg plays? Am I mistaken?
