Do we have to carry 10 guys on our psquad or can we carry less? The computer won’t sign anyone if we have full control correct?

You can carry less but you want to make sure your CPU signings are turned off

Are only rookies and 1yr players eligible for the practice squad or can we add 2nd yr pros as well?

Go to the player’s screen - it should tell you if they’re eligible for the practice squad.
