The way Madden currently is especially with how limited and easy scouting is, it's incredibly easy to build through the draft and you can do it in less than two seasons. Scouting and the draft is incredibly simplistic and too easy in Madden. This is one area I hope the new scouting mechanics greatly improve upon.

I do about 4 rebuilds a year by simming and rebuild only through the draft. I have to set rules that I have no more than 3 first round picks in any draft and no more than 4 in the top 2 rounds because it is so easy to build through the draft. And max of 10 picks going into any draft.

As far as generated players not progressing, this is where xp sliders come into play. Not all can be left at default and see growth. I have simmed to 2035 multiple times in 21 and have never encountered this issue.

By 2030 in Madden 21, I have more ssxf from drafted talent that from players that were in the league in 2021.

Normally the standard complaint is that drafting and scouting are too easy. Because in my opinion it is.

And for clarification, I only use generated classes. I don't touch user ones. Most are overinflated.
