Why does Burress have Pass BLock Ratings as high as most TE's in Madden?

And the lowest rated FB in Madden would have 45 Run Block Footwork so i'm confused as to why Burress is rated like Blocking TE on offense and defensively his coverage skills are better than most of the lower end DB's in the game

It's not really about his defensive ratings. I didn't put them all at 12 It's just mainly about his Positional Ratings. You can tweak it as you see fit.
