I think I have a solution. Early on in my project I did have a freezing issue. If you auto reset the depth chart for each team in-game, it might fix your problem.

Yes, the UDA is another one that is easily fixed by taking control of all 32 teams and manually doing your cuts during the preaseason. Thankfully, EA made them pretty easy to pick out. They are the rookie players with portraits. So, if I am going to be unable to use the IR to create accurate rosters, I guess I am going to have to resort to making the rosters with the injured, important players, which most likely won't leave room for some of the more recent signings.

Well, I can get the games to play as long as neither team has an IR exceeding 8 players, but for some reason, I cannot get franchise practices to work. They lock up when loading.

My mistake, not actually while playing a game, but at the depth chart section between games. Sorry I didn't clarify.

I think it would be easier to just have only few of IRs of important players. If the starter/or 90+ rate player was IRed leave em in the list if it is back-up or insignificant player who does not play much keep them un-injured.
For example for the eagles.
Keep J.Peters, J.Kelce, D.Jackson and Todd Herreman on IR. I am not sure if there are any other players who are on IR from the Eagles. But I could care less if any other players on the Eagles who currently is listed on IR listed as healthy player on your franchise.

Or consider recently IRed player such as D.Jackson as just a healthy player?

What team has +8 IR players?

The Jaguars and Buccaneers have long IR lists. The Jags are currently running 11
