It's been estimated that there are maybe 200,000-300,000 folks who play Madden online on a regular basis. The game sells 2 million + copies every year. Even if you assume that there are an additional 200-300,000 offline folks who download roster updates from sites like OS, that still leaves an overwhelming majority of Madden gamers who are stuck with the default rosters for the lifespan of the game.
