Franchise room?? wth??

Am I missing something here??? I have this for the 360 and there is an option to view the franchise room, but when I do the screen just stays on that room with that backgorund with the 3 empty cases. There is an option to navigate but ther is nothing there. Also am I missing where the rest of the franchise stuff is like setting prices, building a new stadium, etc??????
