Albeit somewhat minor, another franchise issue

I think in the current gen systems when you relocate a team from, say, Baltimore to Toronto, Baltimore went back into the pool of cities available to relocate a team. This year I tried it and when the team actually relocated, I wasnt able to find their old city in the list of places to relocate. Unless you have to wait X amount of years, it seems like the cities that are left behind are gone for good.
