Yea it is..This fits right in with when they said they have 32 custom draft classes/250 players each..Which would mean they hand made 8,000 players.

You will get a Super Bowl patch for every Super Bowl that is in the game moving forward. Meaning whatever real ones are made up for the next few years that EA could get their hands on and then generic made up ones for the rest after that.

The pic you are seeing is a tribute to the Rams for their 10th anniversary for that Super Bowl. Don't read into it as meaning all the old patches will be in the game as they will not be.
