Its not a rule. Its just how the decided to make it. PSP has practice squads. Eventually they need expanded rosters. Thats the fun part of the pre-season.

I've never understood the restriction seeing that NCAA can have 70ish on a roster no problem with more teams.

Is there any way to get roster updates without the internet for my PS3. Do they get posted online so I can download them on a USB and copy them to the playstation?

I'm moving before the game comes out and I'm not sure if I will have the internet, in which case no Stevie Johnson for me (which sucks). I can create him I guess but it's just not the same.

What are you talking about? He showed one highlight. When did he say that one highlight is why he is such a good tackler?

Bailey is so effective on one side of the field not only because of his coverage skills but also because he is known as a great tackler.
