there will be a roster update (to include Vick as a free agent) and if the broadcast camera DLC or patch will be available on Friday the 14th when the game is officially released?

Would be great if there both happen.

Vick must be FULLY reinstated and signed with a team (more than likely) to be included

he is a free agent in the NFL. One he signs with a team and serves his 6 weeks suspension He is considered fully back. However he should be a free agent in the game (roster update).

Vick, free after serving 18 months in prison for running a dogfighting ring, was reinstated with conditions by NFL commissioner Roger Goodell on Monday. He could participate in regular-season games as early as October.

Vick can immediately take part in preseason practices, workouts and meetings and can play in the final two preseason games -- if he can find a team that will sign him. A number of teams have already said they would not.

Once the season begins, Vick may participate in all team activities except games, and Goodell said he would consider Vick for full reinstatement by Week 6 (Oct. 18-19) at the latest.

It could be merely classed as speculation but Lombardi was saying on NFLTA that Vick's people have said to him that Vick's situation is more a matter of "when" rather than "if". Apparently, it's NFL or nothing, and they're sure that Vick is gonna get signed by a team EAST of the Mississippi..
