While I agree that Hammonds' commentary comes off as extremely robotic, I think part of the problem is how EA is recording and piecing together his statements.
When Collinsworth chimes in, it is obvious that all his statements were recorded as one long train of thought, so they flow very naturally. But he is the color commentary guy. He can get away with this.
Since Hammond is the play-by-play guy, it appears his recordingds are spliced together from several different takes and as a result, there is zero flow to them. Sure, Hammond himself can make some adjustments to improve this, but if EA knows this is how they are going to piece together the play-by-play commentary, whoever the director is for the voice recording sessions should give the proper feedback to Hammond on how he should be saying certain phrases.
Again, yes, I agree, the play-by-play is atrocious, just saying that the blame should probably not all be put on Hammond.

Thats definitely a problem, but as I said, his voice is so lifeless.
Definitely needs a new play by play guy next year.
Collinsworth is fine. Hammond gots to go.
